Installation specifications for basement windows?

Is there a national code or other rules for the installation of replacement basement windows? Particularly, I’m interested in knowing if fasteners are required to attach the window frames into the concrete. I had vinyl windows installed by a contractor and they only put a small bead (1/4″) of clear silicone on three of the four faces of the existing metal frame in the concrete. No fasteners were used. Is that legal? I couldn’t find any specific code online. My city inspector was useless as well. All he told me was that as long as they didn’t change the size of the windows, he didn’t care.
