It stops at 1 inch away from the frame, even it is cranked all the way. The crank is fine.The window is not old and no paint over it.

I have a southern facing window that just gets beat by the sun all summer. I have to seal, prime and paint about every other year. I’d like to replace the sill with vinyl. These are big crank windows. Do they have to be removed before replacing the sill?
