How can I get rid of the film on my windows?

We have lived in our home for 5 years. For 5 years I have tried every solution you can think of to clean our windows and they WON’T COME CLEAN. I’ve tried the vinegar solutions, Windex (which is useless), our shark cleaner with squeegee, and other things I can’t recall at the moment. I’ve tried a variety of drying cloths also, newspaper, paper towel, all the old standards.
The problem is there is a film on the window. I’ve lived in many apartments and another home for 12 years and have never seen this type of film on any window. We have a new construction, vinyl siding with vinyl windows.
Any ideas as to what this hazy film is and what to use to remove it?
I have tried cleaning the outside and the inside.
They are double paned, but I’d think that they’d never come clean at all if it were the inside.
They have looked clean, for a minute then it comes back. it is every window in the house, not just one.
We have a new home, i’d hate to think they all need to be replaced. I’d have to deal with dirty looking windows if that is the case :(
I have tried alcohol, sorry forgot to list that.
They are double paned, I’m going to call the folks that installed them.

    maybe it is just how the windows are made .you can;t get the film off i would go to the hardware store explain your situation to the gentleman there or woman and see if they can help you with a product.i am thinking the windows were made like that.maybe it’s on the outside of the windows have you tryed cleaning the outside of them.

    I get the hazy film too.. its party due to the hard water in our area it leaves that haze been on back slider window for 8 years. We tried CLR and that works for awhile but between the dirt(smog) and hard water(from the sprinklers) it just comes back..CLR is good for a temporary fix like if you got company coming over.

    You may need knew window, it may be in the window if there double pane windows.

    could it be that this film is a protective film for the glass ? try in a corner with a razor blade , if it is it will just peel off .

    Use rubbing alcohol. It’s the main ingredient in auto washer fluid. We use it all the time in our shop to get off sticky stuff and smoke off car windows.

    My normal glass cleaner is 1/2 water and 1/2 rubbing alcohol (or more alcohol depending on the humidity that day).

    Are they new windows? Maybe it’s the argon or whatever gas they used inside the double panes aging.
