Installation specifications for basement windows?

Is there a national code or other rules for the installation of replacement basement windows? Particularly, I’m interested in knowing if fasteners are required to attach the window frames into the concrete. I had vinyl windows installed by a contractor and they only put a small bead (1/4″) of clear silicone on three of the four faces of the existing metal frame in the concrete. No fasteners were used. Is that legal? I couldn’t find any specific code online. My city inspector was useless as well. All he told me was that as long as they didn’t change the size of the windows, he didn’t care.

    In Canada, there is no specific code covering this. Usually I install a 1×2 wood frame in and out, attached to the concrete with “tapcon” screws. I then cap the outer wood with aluminium.
    insulation and caulking is placed around the vinyl framework (hidden). The metal frame is removed first.

    If all that is holding your windows in is a bead of caulk,anybody could kick them in and be inside. There should be some type of screw fastener used to hold them in. The caulk is to be used to seal the gaps between frame and window.Suggest remedying asap, it is not at all secure.
