My vinyl casement windows don’t close properly? It won’t close all the way?

It stops at 1 inch away from the frame, even it is cranked all the way. The crank is fine.The window is not old and no paint over it.

   The weather strip is some expansion to make sure that the screws that hold them does the sash check to tighten the hinges are sagging you may be replacing them in short order.
